Auckland Council’s Parks & Community Facilities (PCF) team has the privilege of ensuring our community assets are fit for purpose and delivering outstanding experiences for Aucklanders. As kaitiaki (guardians) of our parks and facilities, we play a vital role in enhancing community wellbeing and delivering strategically significant programmes.

 

Better Value Projects is a programme to change how we procure and effectively spend ratepayers’ money, particularly on capital projects. This role plays a key senior advisory function in challenging assumptions, strengthening commercial discipline, and improving value outcomes across our portfolio.

 

He angitūtanga: The opportunity

 

We’re looking for an experienced cost management professional to join our team. This role suits senior practitioners whose strengths lie in front end estimating and business case development and/or commercial management during delivery.

 

As a Senior Quantity Surveyor, you’ll provide trusted commercial advice across the full project lifecycle, from feasibility and estimating through to construction and final accounts.

 

Your responsibilities will include to: 

 

  • Provide accurate cost estimates for new capital and renewal projects
  • Actively challenge escalation, contingency, scope, and programme assumptions in line with Better Value Project principles
  • Provide QS and commercial support during construction under NZS 3910 and NZS 3916 contracts, including progress payments, variations, and final accounts
  • Evaluate contract claims and variations, ensuring robust financial oversight supported by contemporary records
  • Partner early with Project Managers, sponsors, and planning teams to ensure future cost estimates are well defined and investment ready for Long Term Plan and Annual Plan processes 
  • Contribute to targeted commercial reviews and assurance activities to strengthen value for money and supplier performance

 

He kōrero mōu: About you

 

You’ll have a good working knowledge of cost estimation and commercial management in the New Zealand construction industry, and along with experience preparing Schedules of Quantities & Prices for various assets, an understanding of procurement, contracts and the evaluation of contractual claims. 

 

Along with strong relationship management skills, you’ll have the confidence to constructively challenge project teams and stakeholders where assumptions are weak or poorly evidenced. You’ll be comfortable working across multiple projects simultaneously and advising in complex, sometimes ambiguous environments.

 

You’ll also bring:

 

  • Solid experience preparing Schedules of Quantities & Prices across a range of asset types
  • Good understanding of NZ construction contracts, ideally NZS 3910 and NZS 3916
  • A sound understanding of health and safety legislation and practices 

 

A relevant qualification in quantity surveying, engineering, construction, or architecture is beneficial; however, senior technical and advisory experience is the key driver for success in this role.
