The Infrastructure Funding & Development Strategy team is integral to Council's infrastructure development and funding & financing solutions. Our job is to identify what infrastructure is required to support development, how it should be phased, what it will cost and how it can be financed and funded. 

 

(Note that we do not deliver these projects, but rather identify, sequence and cost the programmes of work spanning multiple future decades)
 
We are looking for a Senior Programme Manager to join us and ensure infrastructure is identified, financed, funded, and developed on time to enable the significant envisaged growth. The role requires you to work closely with Crown Agencies, developers, infrastructure providers and Council specialists.  
 
This is an amazing opportunity to work on programmes that include large scale greenfields developments and brownfields intensification, involving Crown and Government Agencies, Council Controlled Organisations, Land Developers and Contractors, to enable the pace and scale of housing and employment growth in Auckland.
 
Some of your key responsibilities will include:

  • Lead a collaborated process for growth areas to identify and define the infrastructure projects required to enable envisaged housing, commercial and industrial development.
  • Coordinate internal and external teams to compile the infrastructure requirements within the given timeframes and budget to provide these outputs into various other processes across Council.
  • Monitoring and assisting with the delivery of development programmes in accordance with development agreements. 
  • Reporting, escalating and following-up on progress issues and risks during the compilation of the programme of works
  • Reporting to Council, committees and executive, and assist in preparation of presentations and communication materials 
  • Input into other council strategy and policy, including Spatial Plan, Infrastructure Plan, Unitary Plan and LTP

 

He kōrero mōu: About you
 
This role requires experience in similar programme management, consulting, development planning and/or infrastructure development. You have the knowledge, and or the skills to learn about the integrated built environment – infrastructure development, local government, financing and funding aspects and agreements. 
 
We will be looking for specific experience with:

  • Bachelor of Urban Planning, Town Planning or a Bachelor in a relevant field
  • Uban / Town planning AND Project or Programme management, of large-scale infrastructure development programmes
  • Knowledge and understanding of the economics of infrastructure and land development, finding and negotiating solutions in a complex, legislative, policy and funding driven environment
  • Experience working constructively across organisational functions and a track record of building and maintaining the trust and relationships of all stakeholders.
  • Personal resilience with the ability to sustain a high level of energy and positivity during times when they or the group is under pressure.
  • Preference would be given to anyone with the required qualifications and also good Transportation planning and network design experience, as this internal knowledge & understanding is needed within the current team.
