He angitūtanga: The opportunity
This is an opportunity to play a role in shaping how Tāmaki Makaurau prepares for and responds to future recovery, post emergency event. As Programme Manager – Recovery, you’ll lead the planning and reporting activities on a high-impact programme focused on embedding the lessons learned following the 2023 Cyclone Gabrielle weather event.
Working across Auckland Emergency Management (AEM) and the wider council group, you’ll turn insights into action, support the embedding of lessons learnt into business-as-usual planning and operation, making sure we are better prepared, more resilient, and equipped with stronger recovery frameworks for the future.
Key responsibilities include:
- Develop the delivery of a strategic action plan to strengthen recovery readiness and capability
- Collaborate with stakeholders across AEM and the council group to translate lessons into tangible actions and outcomes
- Develop and implement a stakeholder communication plan to ensure effective communication with interested parties and action owners
- Day to day budget management, and work with financial business partners to ensure funding is available to implement the work programme
- Monitoring, reporting, and communicating programme progress to senior leaders and key stakeholders within AEM and across the council group
- Develop and manage programme plans, timelines, risks and status reporting

We’re looking for a capable and strategic programme professional who can bring clarity, direction, and momentum to complex work. You’ll be confident navigating ambiguity, influencing across a large organisation, and turning insight into meaningful, actionable outcomes.
We'll be looking for:
- Experience leading programmes or projects in a complex organisational environment, with facilitation capability
- Strategic thinking, with the ability to identify key themes and opportunities quickly
- Influencing skills and a track record of building effective, enduring relationships
- Decision-making and problem-solving skills, with the ability to assess risks and trade-offs
- Clear, confident communication, reporting and presentation skills across a range of audiences
- A well-organised, proactive approach with the ability to maintain momentum and deliver results
