He angitūtanga: The opportunity

Auckland Council’s Technology Services department is seeking experienced leaders for three Practice Manager opportunities across Business Analysis, Technical Product Owners and Infrastructure Engineering.

These roles have two equally important responsibilities: supporting and developing our people, and leading the capability, standards and direction of a specialist practice.

You will provide clear guidance, meaningful coaching and ongoing support to help your people perform well and grow their careers. Alongside this, you will draw on your expertise to define what good practice looks like, establish professional standards and build the capability needed to meet current and future organisational priorities.

Working closely with leaders across product, engineering and delivery, you will ensure your people are supported and your practice consistently delivers quality outcomes.

Practice Manager Business Analysis

Lead and support our Business Analysts while strengthening the capability and consistency of the Business Analysis practice. You will develop your people’s skills in discovery, problem definition, requirements analysis and stakeholder engagement, and establish standards that support quality analysis across Agile, hybrid and project delivery environments.

Practice Manager Technical Product Owners

Lead and develop our Technical Product Owners while building a mature and consistent product ownership practice. You will coach your people in product leadership and establish clear expectations for product visions, roadmaps, prioritisation and value measurement. Your practice will strengthen how technical products and platforms deliver business outcomes, with appropriate attention to reliability, resilience and lifecycle management.

Practice Manager Infrastructure Engineering

Lead and develop our Infrastructure Engineering team while setting the direction and standards for the practice. You will support professional growth, strengthen engineering capability and embed consistent approaches to infrastructure design, documentation and quality. Your expertise will help guide improvements across areas such as core infrastructure, cloud, networking, application packaging and deployment, IoT and automation.

Across all three roles, you will:

• Provide day to day people leadership, supporting wellbeing, managing performance and helping individuals navigate challenges.
• Coach and mentor your people, with clear development plans, career pathways and opportunities to build their expertise.
• Set the strategic direction for your practice, identifying the capabilities needed to support Technology Services.
• Define, embed and maintain professional standards, methods and quality expectations within your discipline.
• Identify capability gaps and lead targeted improvements through training, recruitment, knowledge sharing and succession planning.
• Work with delivery leaders to allocate people effectively, balancing organisational priorities with individual development.
• Build a collaborative practice community where people share expertise, learn from one another and continuously improve.
• Support staff confidence and capability in te reo Māori, tikanga Māori, te ao Māori and te Tiriti o Waitangi.

You bring both a strong record of supporting people and the specialist expertise to lead a professional practice. You know how to build trust, provide constructive feedback and support career development, while setting clear expectations for the quality and consistency of work within your discipline.

You can demonstrate how you have developed individuals and strengthened a practice through improved capability, standards and ways of working.

You will bring:

• At least five years of people leadership experience, with the capability to manage large teams.
• At least ten years of relevant domain experience and a proven record of technical or professional leadership.
• Strong coaching, performance management and conflict resolution skills.
• Experience establishing practice standards, assessing capability gaps and leading meaningful improvements.
• The ability to translate strategic priorities into practical workforce and capability development plans.
• Strong relationships across business and technology teams, with the ability to communicate clearly and influence decisions.
• A degree in computer science, information technology or a related field, or equivalent relevant experience.

You will demonstrate inclusive leadership, sound judgement and the ability to adapt as technology, business priorities and organisational needs evolve.
