Infrastructure is fundamental to Auckland's world-class status and the city is currently dealing with unprecedented growth, which requires innovative planning, funding, and provision of infrastructure to support this growth.  

The Development Programme Office (DPO) is at the forefront of the work required to support the unprecedented growth. This opportunity will provide you with exposure to large and complex development and infrastructure projects – you will gain experience in the funding mechanisms of infrastructure and Council asset development, and the agreements used to achieve the best outcomes.

The Infrastructure Funding & Agreement Team, placed within the DPO, is actively recruiting for an Infrastructure Funding Agreement Specialist. As a specialist, you will be integral to the negotiation and drafting of Council's infrastructure funding and commercial agreements, which enables infrastructure and asset development. You’ll collaborate with Council Controlled Organisations, large developers, Council’s asset owners, and infrastructure providers, through integrated workstream structures to monitor contractual obligations of all entities who are party to infrastructure agreements.   


You can expect to:

  • Be part of detailed solution-driven discussions around funding and risk mitigation mechanisms suitable for Council and infrastructure providers,
  • Negotiate high-value contracts with substantial land developers that will ensure the effective delivery of substantial bulk infrastructure such as road and water networks,
  • Provide an end-to-end service to our internal and external clients, and stakeholders,
  • Offer detailed contract advice, obligation negotiation, and drafting of funding and asset development agreements,  
  • Ensure that all infrastructure and asset development projects, which resulted from executed agreements, are monitored through close collaboration with all stakeholders.

We are looking for a driven and goal orientated individual who has the ability to negotiate with confidence, to influence and lead key stakeholders. You have a desire to be fully informed, and inform and advise others with the highest level of certainty and accuracy. You work innovatively and proactively to solve problems and keep momentum, even in challenging situations.


To be successful in this role, you will have:

  • A relevant tertiary qualification with at least 10 years of experience in a related field.
  • A strong appreciation for detail,
  • Experience in drafting, negotiation, and managing agreements,
  • Knowledge of the built environment (infrastructure or construction) and planning,
  • A natural ability to find and negotiate solutions in a complex, legislative, policy and funding driven environment,
  • An understanding of the local government environment.
