Join Auckland Council’s Healthy Waters & Flood Resilience department as a Healthy Waters Specialist in our Healthy Waters Network Compliance team, a key subject matter expert role supporting best practice, pragmatic solutions that protect Auckland’s stormwater network and environmental outcomes. 


You’ll lead and influence reactive and proactive compliance, construction monitoring, and the effective management of complex regulatory matters—working closely with project teams, operations, and stakeholders to ensure consent conditions, bylaws and network rules are understood, implemented and met.


Day-to-day you could expect to work on:

  • Leading stormwater compliance monitoring, reporting and auditing programmes to manage legislative and consent risk.
  • Investigating and responding to escalated compliance requests, including formal customer and stakeholder responses.
  • Delivering compliance investigations and enforcement action (including prosecutions where appropriate) under relevant legislation and bylaws.
  • Developing and delivering proactive inspection projects to lift industry practice and improve stormwater outcomes.
  • Monitoring construction and consent conditions across Three Waters projects and providing specialist advice to project teams.
  • Providing evidence, data and insights to influence policy, planning and continuous improvement across the organisation.

He kōrero mōu: About you


You’re a confident compliance professional who can work comfortably across technical, regulatory and operational environments, bringing sound judgement to complex matters and a practical approach to risk. 


You build strong relationships with internal partners, the public and industry, and you can translate technical information into clear, everyday language. 


Specifically, we are looking for:

  • 3+ years’ experience in regulatory and compliance (ideally within three waters, resource management, environmental science and/or local government).
  • Strong knowledge of relevant legislation and frameworks (e.g., Resource Management Act; bylaws, network rules and codes of practice), and confidence managing complex compliance cases.
  • Experience with investigations and enforcement, including preparing clear, evidence-based documentation and reports 
  • Excellent stakeholder management skills and the ability to communicate effectively with the public, elected members, contractors and technical specialists.
  • Strong leadership, collaboration and continuous improvement mindset.
  • A relevant degree qualification in Science, Engineering, Compliance (or equivalent), membership (or working towards) a relevant professional body, and a full current NZ driver licence.
