After the devastating storms of early 2023, the Auckland Council-led Tāmaki Makaurau Recovery Office is coordinating the repair and rebuild efforts of our region on behalf of the Auckland Council group, New Zealand government, and community partners and stakeholders.
We are currently looking for the Head of Storm-Affected Land Recovery (SALR) on a fixed term, full time contract until February 2027. This role is based in the Auckland city centre with the flexibility to work from home or a council hub.
This role will lead and manage the delivery of the storm-affected land recovery programme to plan the regeneration of storm-affected land and enable Tāmaki Makaurau’s recovery.
The storm-affected land programme aims to optimise around 1,200 council-acquired Category 3 properties, ensuring their future use poses no further risk and delivers positive outcomes for Aucklanders. The Head of SALR is responsible for successfully delivering programme outcomes, including:
• Assessing, recommending and implementing the best land-use decision for each site which may involve selling land for safe redevelopment, using it for council services such as flood mitigation or transport infrastructure, or implementing effective risk mitigations at a property level.
• Managing complex sites (cross-lease, unit titles, heritage, iwi interests) from council acquisition to exit decision
• Removing buildings from the land through house relocations, deconstruction, or demolition.

This role is well-suited to an established leader with extensive experience managing large and complex programmes of work at pace. Strategic and critical thinking will be key to your success.
In this role, you will develop and maintain strong relationships with stakeholders across the council whanau, government agencies, mana whenua and external stakeholders including developers and suppliers. You will have a history of leading a high-performing team.
We are specifically looking for:
• Experience in land development and/or infrastructure with a strong and demonstrable commercial acumen
• Financial, risk and contract management experience
• In-depth knowledge of the regulatory environment and our governance structure
