He angitūtanga: The opportunity

 

As a Change Manager, you will play a central role in driving the successful implementation of Auckland Council’s new Group Shared Services (GSS) model. This significant organisational transformation involves the integration of core shared services functions across the Council group, including key Council-Controlled Organisations (CCOs) such as Auckland Transport, Tātaki Auckland Unlimited, and Watercare. Your role is to lead and coordinate the change approach across all impacted areas, ensuring the organisation is ready, aligned, and supported throughout this transition.

 

This position will also lead enterprise-level change activities, providing oversight of change impact analysis, readiness planning, and adoption strategies. It involves identifying and analysing change impacts, enabling sound decision-making through clear planning, and ensuring effective communication and engagement at every level. Collaboration across teams will be key to building a culture of readiness and resilience. As the transformation progresses, monitoring adoption, addressing barriers, and driving continuous improvement will ensure changes are not only implemented but sustained.

He kōrero mōu: About you

 

This is a fantastic opportunity for a Senior Change professional ( preferably from  an Organisational Change Manager background ) with a sharp strategic mindset and the ability to deliver complex, high-impact transformation in a large, fast-moving organisation. You’ll need to bring deep expertise in business and organisational change, a solid grasp of process and data analysis, and the resilience to manage competing priorities across multiple stakeholders. Experience in shared services or group-wide transformations is essential—this is a challenging environment where influence, precision, and execution matter. You’ll be expected to lead from the front, think at both programme and portfolio level, and drive tangible outcomes across diverse business units.

 

Key skills and experience we need include:

 

  • Minimum 10 years’ experience delivering enterprise-wide change in complex environments (1,000+ FTE)
  • Advanced skills in process mapping, gap analysis, and functional design using Visio or similar tools
  • Proven ability to lead programme and portfolio-level change, including risk, resources, and stakeholder alignment
  • Deep knowledge of formal change methodologies (e.g., ADKAR, Prosci) and group transformation in high-stakes settings
