He angitūtanga: The opportunity

 

Auckland Council’s Building Consents department has an opportunity for a Team Manager Field Surveying – Central South within the Field Surveying team.

 

This is a pivotal leadership role where you’ll be responsible for the delivery of high-quality field surveying, monitoring, certification, and enforcement activities under the Building Act, Local Government Act and associated legislation. You’ll ensure building inspections and Code Compliance Certificate (CCC) processes are delivered efficiently, consistently and to a high standard, while maintaining full compliance with Building Consent Authority (BCA) accreditation requirements.

 

Leading a high-performing team, you’ll bring strategic direction to life through effective planning, coaching and performance management. You’ll work closely with peers across Central and South to drive consistency in service delivery, contribute to policy and process improvements, and successfully implement change initiatives. You’ll also play a key role in ensuring a seamless, end-to-end Building Consents service by partnering with internal teams and acting as a trusted escalation point.

 

This role also contributes to broader council priorities, including delivering on Māori Responsiveness outcomes for Tāmaki Makaurau, and fostering strong relationships with communities, stakeholders and industry partners.

 

Day-to-day you could expect to work on:

 

  • Managing team performance, workloads and resources to meet statutory timeframes, service standards and budget targets
  • Monitoring performance metrics and implementing improvements to lift efficiency, quality and customer outcomes
  • Providing technical leadership and expert advice on Building Act, Building Code and complex consent-related matters
  • Driving process improvements, quality assurance and continuous improvement initiatives
  • Managing escalated customer enquiries, complaints and operational issues with a solutions-focused approach
  • Leading change initiatives and embedding new processes, systems and ways of working
  • Ensuring effective risk management, audit readiness and ongoing BCA accreditation compliance

 

 

 

He kōrero mōu: About you

 

This role requires experience in similar senior leadership roles within a building regulatory or compliance environment, with a sound understanding of building construction, the Building Act 2004 and local government operations.

 

You’re a confident and capable people leader who knows how to bring out the best in your team. You lead with clarity, integrity and purpose, creating an environment where people feel supported, accountable and motivated to perform. You’re equally comfortable managing operational delivery and contributing to strategic direction, with a strong focus on continuous improvement and customer outcomes.

 

You bring sound technical expertise and judgement, and can confidently navigate complex or escalated issues, providing clear, practical advice. You understand the importance of consistency, quality assurance and risk management in a regulated environment, and you’re proactive in identifying opportunities to improve systems, processes and service delivery. You’re collaborative by nature, building strong relationships across teams, stakeholders and communities.

 

We will be looking for specific experience with:

 

  • At least seven years’ experience across all facets of Building Consents, with a strong track record leading and managing large, multidisciplinary teams in complex settings, ideally within or alongside local government or regulatory sectors.
  • Strong knowledge of the Building Act 2004, Building Code and relevant standards
  • Experience managing compliance, inspection and certification processes within a BCA environment
  • Demonstrated ability to manage performance, budgets, workflows and service delivery targets
  • Experience in driving change, process improvement and implementing new initiatives
  • Strong risk management, quality assurance and audit capability
  • Excellent communication skills, with the ability to influence and engage a wide range of stakeholders
  • Relevant tertiary or professional qualification (as per Regulation 18 – IANZ)

The remuneration range for this role is $150K - $160K per annum (based on skills and experience)
