He angitūtanga: The opportunity

 

Auckland Council has an opportunity for a permanent full-time Programmes and Projects Manager to lead the Programmes and Projects team and contribute to delivering the region’s Zero Waste by 2040 vision.

 

Based at 135 Albert Street in the Auckland CBD, this role reports to the General Manager Waste Solutions and is responsible for leading the planning and delivery of waste service and infrastructure programmes across the region.

 

This is a senior leadership position that has accountability for programme delivery and requires a strong focus on health and safety, financial accountability, and stakeholder engagement. Success in this role depends on building strong working relationships, applying sound operational and strategic judgement, and delivering outcomes that meet both customer needs and Auckland’s waste minimisation priorities.

 

In this leadership role, your focus will be on:

 

  • Appoint, lead, and manage programme and project teams to deliver waste minimisation outcomes on time, within budget, and to the required quality standards. Oversee ongoing analysis of project and programme progress, identifying critical paths and constraints, and provide expert advice to resolve emerging challenges and keep delivery on track.

 

  • Build strong relationships with council and CCO programme and project managers and delivery partners to identify, align, and coordinate opportunities across projects for effective delivery.

 

  • Oversee preparation of strategic assessments and business cases to support waste minimisation objectives, ensure budgets are adequate at the outset, manage changes, and enforce effective cost controls throughout delivery.

 

  • Engage internal business owners to understand requirements, support smooth transition to business-as-usual, and align activities to ensure a seamless customer experience and progress toward waste minimisation goals.

 

  • Actively manage health and safety standards to meet Council’s obligations under the Health and Safety at Work Act, ensuring a safe working environment across all programmes and projects.

The remuneration for the role is $168-178k depending on skillset and experience.

 

He kōrero mōu: About you

 

This role requires over 15 years’ experience in project and programme management, including at least 10 years managing consultant teams. You will have a proven track record in similar positions within large, complex, and often politically influenced organisations, in either the private or public sector.

 

You have experience leading complex programmes, demonstrating strong financial acumen and a solid understanding of project and programme governance, including roles and responsibilities.

 

You demonstrate strong strategic thinking, with the ability to understand complex interdependencies and make critical decisions in dynamic and challenging environments. Driven to achieve organisational outcomes, you communicate clearly and build strong, productive relationships with both internal and external stakeholders.With strong knowledge of health and safety requirements you also bring valuable experience in infrastructure and public realm development.

 

We will be looking for specific experience with the key role requirements:

 

  • Degree or relevant technical tertiary qualification is essential in a relevant field (e.g. engineering, project management, construction, architecture).

 

  • Membership of a relevant professional association such as project management, planning, engineering, or architecture.

 

  • Solid understanding of local government legislation, Auckland Council practices, and operational constraints, enabling effective cross-team collaboration within Waste Solutions and other Council departments.

 

  • Experienced across the full capital development lifecycle, from business case and design through to construction.

 

  • Strong understanding of procurement and contract management, including Conditions of Contract for Consultancy Services and NZS3910:2013 (or NZS3917:2013).

 

  • Skilled in contract negotiation.
