He angitūtanga: The opportunity


Auckland Council Recovery office is currently looking for a fixed-term, full-time Programme Manager, Storm-Affected Land to lead a significant and high-impact project, managing approximately 900 storm-affected properties owned by Auckland Council.
In this pivotal role, you will be responsible for assembling a capable team and setting a clear, prioritised approach to deliver the programme outcomes. You will lead the strategic planning and operational management of the programme, ensuring timely, effective, and risk-informed decision-making.


A key part of your role will be to develop recommendation reports for each site, identifying the best course of action to ensure that future land use does not present intolerable risks to life during weather-related events. You will assess all relevant factors for each property — including hazard risk, local and mana whenua interests, heritage restrictions, flood risk mitigation requirements, value for money, and redevelopment potential.


Your leadership will be instrumental in helping to shape a safer and more resilient Auckland for future generations.


You can expect to:
•    Work closely with the Head of Storm-Affected Land to establish a high-performing, cross-council programme management team that will inform future land use decisions.
•    Lead stakeholder engagement across executive leaders, internal departments, iwi, and the wider Council group to ensure alignment and support.
•    Drive effective planning, forecasting, and sequencing to optimise project resourcing and enable the coordinated delivery of programme outcomes.
•    Develop and implement a clear and prioritised programme plan, outlining the strategic approach, key performance indicators, and supporting processes for each land use scenario and expected outcome.

We are looking for an experienced and highly skilled programme manager to lead this piece of work. You will have high self-awareness to make sound judgments and take accountability for the complex and dynamic work programme. 
To be successful, you will think strategically, have strong relationship management and the ability to lead and set direction.


Our ideal candidate will have an understanding of the land development, infrastructure, social and natural environmental issues and challenges relating to Recovery.
 

We are specifically looking for:
•    Leader with proven ability to navigate complex organisations.
•    Practical and commercial experience in construction, property or housing with a strong and demonstrable business acumen.
•    Extensive experience working with large and complex projects; potentially in a political environment
•    In depth ability to deliver strategic programmes at pace.
•    Excellent communication skills with proven ability to build and maintain complex, collaborative relationships.
•    Financial, risk and contract management experience is required.
•    In-depth knowledge of the governance and regulatory environment; strong commercial acumen.
