Lead one of Auckland's most complex and high-profile recovery programmes.
Auckland Council has a unique opportunity for an experienced Manager Complex Programmes to lead the delivery of the Storm-Affected Land (SAL) Complex Sites Programme.
This is a significant leadership role responsible for delivering outcomes across a portfolio of approximately 300 complex storm-affected properties. Reporting to the Head of Storm-Affected Land, you'll lead a team of programme specialists while personally overseeing the most challenging, politically sensitive and strategically important property matters.
Success in this role requires someone who thrives in complexity. You'll balance programme delivery, governance, commercial decision-making and stakeholder relationships while navigating competing priorities, changing risks and high public visibility. You'll work alongside senior leaders, elected members, iwi, communities and industry partners to deliver practical, long-term land-use solutions that support safer, more resilient communities across Tāmaki Makaurau.

Day-to-day you can expect to:
- Lead the delivery of a complex, multi-disciplinary programme, ensuring agreed outcomes, budgets, timelines and quality standards are achieved.
- Lead, coach and develop a high-performing team of Programme Managers and Site Resolution Managers.
- Personally manage Auckland Council's most complex, high-risk and politically sensitive storm-affected property matters.
- Build trusted relationships with senior leaders, elected members, iwi, communities, consultants and external partners.
- Drive programme governance, performance, continuous improvement, risk management and strategic decision-making across the portfolio.

You're an accomplished programme leader who is comfortable operating where complexity, ambiguity and stakeholder expectations intersect. You've successfully delivered major programmes through others, built high-performing teams and earned credibility by making sound decisions in challenging environments.
You're commercially astute, politically aware and able to see both the strategic picture and the operational detail. Whether negotiating complex land-use outcomes, managing programme risk or presenting to governance groups, you bring calm, sound judgement and a collaborative leadership style.
We're looking for someone with:
- Extensive senior leadership experience (typically 12+ years) delivering complex infrastructure, property, land development or large-scale programmes.
- Proven success leading high-performing multidisciplinary teams and delivering outcomes through influence rather than direct delivery alone.
- Strong programme governance, commercial, financial and risk management capability within complex organisational environments.
- Outstanding stakeholder management skills, with experience engaging senior leaders, elected members, iwi and external partners.
- The ability to make sound decisions, influence outcomes and deliver at pace in a highly visible and evolving environment.
